Italy Posed To Make “Degraded” P2P File Trading Legal

Italy is one step away from declaring file trading on Peer-To-Peer (P2P) networks legal according to Italian copyright law experts. The new Italian copyright law would allow users to upload and freely share copyrighted music, video and images as long as the items are in “degraded quality,” not sold and used for scientific or educational use.

The new law has been approved by both legislative houses. The law will be effective after the appropriate decree of the ministry. What’s at stake here is the definition of “degraded” since any type of lossy compression degrades the original quality.
